“Is this a coincidence that Pakatan Harapan infrastructure projects, especially in Penang, seems to cost way more compared to the rest of Malaysia?”

In a statement today, the Penang Govt has confirmed that the 19.5km Pan Island Link 1 (PIL-1) costs RM7.5 billion to build (see pic below).
This would mean a cost of RM385mil per km – easily the most expensive highway in Malaysia and more than double the cost of the planned fully-elevated KIDEX highway in Selangor which Pakatan had said was excessively overpriced.
However, the Penang Govt said we should not compare this cost with other highway project as they said each project is unique.
Strangely, they forgot this when they had slandered that the ECRL project cost RM96.8mil per km (it is actually RM79mil per km) is the most expensive rail in the world and compared it to all sorts of different projects.
But now that their highway project cost a massive RM385mil per km, then the Penang Govt has a lot to answer to.
I also wonder what would be the cost of reports for this PIL-1 highway?
Previously they had spent RM220mil in consulting fees for reports for 20km of highways that cost RM2 billion to build – fees that everyone else except the Penang govt said was exorbitant and way over-priced.
Based on the same percentage of cost as the Penang tunnel roads projects, would the consulting fees for reports for the RM7.5 billion PIL-1 highway be RM825 million?
Is this a coincidence that Pakatan Harapan infrastructure projects, especially in Penang, seems to cost way more compared to the rest of Malaysia.
