The DAP Penang Govt said they run their govt using CAT – or Competency, Accountability and Transparency.
On 1st Dec 2016 just before the start of the Malaysian Super League season, the Penang Tokong (Lim Guan Eng) appointed DAP YB Zairil Khir Johari as the FA Penang football team manager on the basis of him having no experience in football at all.
Penang football fans complained bitterly. There was no transparency or explanation on what basis he was appointed as the football team manager in the first place.
After a stellar record of losing 3 matches in a row without scoring a goal, Zairil was then rewarded by being promoted to FA Penang president by the Tokong instead.

Two games before the end of the season, on Sept 20th 2017 FA Penang officially confirmed they have been relegated after losing 2-0 at home to T-Team – cementing their position as the rock bottom team out of 22 teams.
FAP then proceeded to lose the next game to Perak and will now face Selangor in their last match – both matches being meaningless anyway.
Tokong and Zairil managed to Ubah Penang football to playing in the second-tier football.
Out of 21 matches, FAP only won 3 games – conceding 45 goals or an average of more than two per match.
In fact, FAP’s season is so poor that even if you give them an additional 4 matches, it is still mathematically impossible for them to avoid relegation.
So, let’s see if Tokong will hold on to the “accountability” part of CAT and fire Zairil.
