The following is a list of five projects worth RM69.39 billion awarded via direct negotiation by the previous Barisan Nasional administration between the years 2015 and 2017
1. PASSPORT CHIP PROJECT
The contract involved the supply passport chips to the Immigration Department of Malaysia and was given to Datasonic Technologies Sdn Bhd (DTSB) in mid-December 2015, 16 months after an unsatisfactory performance report was issued on DTSB by the Ministry of Finance (MoF) in August 2014.
The project was negotiated by Datasonic in November 2015 from the Ministry of Home Affairs via direct negotiation and was worth RM318.75 million at the time of negotiation.
2. SISTEM KAWALAN IMIGRESEN NASIONAL (SKIN)
The Sistem Kawalan Imigresen Nasional (SKIN) project was awarded to education software licence purveyor Prestariang Bhd via direct negotiation in 2017 and was worth RM3.5 billion at the time of negotiation.
3. 4 LITORAL MISSION SHIPS
Local Conglomerate Boustead Holdings Bhd bagged a contract from the Defence Ministry in March 2017 for the supply of four units of littoral mission ships (LMS), worth RM1.17 billion at the time of negotiation.
4. EAST COAST RAIL LINK (ECRL)
The Government of Malaysia (GoM) under the administration of Datuk Seri Najib Tun Razak decided not to call for an open tender for the East Coast Rail Link (ECRL) project and directly awarded it to China Communication Constructions Company Ltd (CCCC), supposedly based on a government-to-government (G2G) arrangement.
The project value was put at RM55 billion at the time of negotiation.
5. MULTI PRODUCT PIPELINE AND TRANS SABAH GAS PIPELINE
A 662 km Trans Sabah Gas Pipeline from the Kimanis Gas Terminal to plants in Sandakan and Tawau and a 600 km Multi Products Pipeline from Melaka to Jitra, Kedah was directly awarded to Suria Strategic Energy Resources Sdn Bhd under the Ministry of Finance (MoF) Inc as revealed by former Minister of Economic Affairs Datuk Seri Azmin Ali.
The project value was put at RM9.4 billion at the time of award.
