The following is a list of another seven projects worth RM69.39 billion awarded via direct negotiation by the previous Barisan Nasional administration between the years 2015 and 2017
6. SOLAR HYBRID AND DISEL GENERATOR SET
A project to supply solar hybrid and diesel generator sets was awarded to Jepak Holdings Sdn Bhd in 2016 through direct negotiations. According to a prosecution witness in a corruption trial involving Datin Seri Rosmah Mansor, the award did not follow proper procedures.
The project was negotiated at RM1.25 billion, a value that was said to have been accepted without any discussions.
7. SUPPLY BASE CONSTRUCTION FOR BINTULU PORT
The National Audit Department (NAD) discovered several weaknesses in procurement management by the Bintulu Port Authority (BPA) in approving a RM1.247 billion project without a comprehensive study.
In April 2017, Muhibbah Engineering (M) Bhd was awarded the project through direct negotiations and was tasked with developing a supply base wharf and associated works in the second harbour basin at Bintulu Port in Sarawak.
The Auditor-General Report 2016 Series 2, which was tabled in the Dewan Rakyat on the 28thof November 2017, also detected the approval of three procurements for jobs worth RM1.452 billion without prior financial allocations, four procurements valued at RM1.467 billion without open tender and the conduct of direct negotiations without the consent of the Ministry of Finance (MoF).
8. GEMAS-JOHOR BAHRU ELECTRIFICATION AND DOUBLE TRACKING
The “Design, Construction, Supply, Installation, Completion, Testing, Commissioning and Maintenance of Electrified Double Track from Gemas to Johor Bahru” was awarded through direct negotiation to a consortium comprising China Railway Construction Corporation (CRCC), China Railway Engineering Corporation (CREC) and China Communication Construction Corporation (CCCC).
The project, which involves the construction of 192 km of electrified double track and 11 stations, costs about RM9.55 billion, including consultation costs and acquisition of rolling stocks.
9. KLANG VALLEY DOUBLE TRACKING PHASE 2
The second phase of a double-tracking project involving KTM Komuter railway was awarded through direct negotiations to Dhaya Maju-LTAT Sdn Bhd, a joint-venture between Lembaga Tabung Angkatan Tentera and Dhaya Maju Infrastructure (Asia) Sdn Bhd.
The project was negotiated at RM5.265 billion by the previous Barisan Nasional administration a month prior to the 14thgeneral election.
10. KLANG VALLEY DOUBLE TRACKING PHASE 1
The first phase of a double-tracking project involving KTM Komuter railway was awarded through direct negotiations to Dhaya Maju Infrastructure (Asia) Sdn Bhd (DMIA).
The project was negotiated at RM 1.41 billion for the period of 48 months by the previous Barisan Nasional administration in September 2015.
11. MASS RAPID TRANSIT 2
The Mass Rapid Transit (MRT) Sungai Buloh-Serdang-Putrajaya (SSP) Line, better known as MRT 2, was negotiated at RM39.35 billion directly with MMC-Gamuda.
The project was awarded in February 2014 with an initial cost of RM28 billion that later ballooned to RM39.35 billion which the Finance Ministry said was due to line extensions to Bandar Malaysia, scope changes and ringgit depreciation.
