PKR Member of Parliament Hassan Abdul Karim reportedly said today that the ruler of Johor, Sultan Ibrahim, lacks absolute power to dissolve the Johor State Legislative Assembly.
This was in response to a decree by the ruler that he would not hesitate to dissolve the state assembly in the event another power struggle occurred.
Earlier today, Pakatan Harapan’s Johor chapter said it respected Sultan Ibrahim’s decree in accordance with principles of constitutional monarchy.
“Johor PH will always adhere to these principles in dealing with any issues and the current political situation,” it said in a joint statement signed by Johor Parti Amanah Negara (Amanah) chairman Aminolhuda Hassan, state PKR chairman Syed Ibrahim Syed Noh and state DAP chairman Liew Chin Tong.

This was in response to a decree by the ruler that he would not hesitate to dissolve the state assembly in the event another power struggle occurred.
Article 23(2) of the Johor Constitution states that the Sultan has the power to “prorogue or dissolve” the assembly.
Nowhere does it state that the decision has to be made at the request of the state executive council.
But according to Hassan, the provision had to be read together with Article 7(1) of the state constitution, which states that the ruler shall act “in accordance with the advice of the state executive council” in performing his constitutional functions.
Earlier today, Pakatan Harapan’s Johor chapter said it respected Sultan Ibrahim’s decree in accordance with principles of constitutional monarchy.
“Johor PH also expresses its commitment to the practice of parliamentary democracy and the constitutional monarchy, which is the backbone of our state and country.
“Johor PH will always adhere to these principles in dealing with any issues and the current political situation,” it said in a joint statement signed by Johor Parti Amanah Negara (Amanah) chairman Aminolhuda Hassan, state PKR chairman Syed Ibrahim Syed Noh and state DAP chairman Liew Chin Tong.
On the 28th of February 2020, the Perikatan Nasional (PN) coalition comprising BN, PAS and Parti Pribumi Bersatu Malaysia gained majority control of the Johor State Legislative Assembly formed government.
The coalition named Johor BN chairman and Umno chief Datuk Hasni Mohammad as Menteri Besar candidate and witnessed his swearing in ceremony soon after.
However, things were not so smooth sailing for Hasni as many in PPBM were at odds with their counterparts in UMNO despite being from the same coalition.
On the 11th of May 2020, Johor Pakatan Harapan chief Aminolhuda Hassan said the state coalition was not ruling out tabling a no-confidence motion against Hasni.
However, Aminolhuda felt there was a better chance of such a motion coming from within Perikatan Nasional, citing growing tension between Umno and PPBM.
“The Mentri Besar does not have the support of all Perikatan assemblymen. So it is more likely for the motion to come from Perikatan itself instead of Pakatan in the coming state assembly sitting,” he said.
A day later, Aminolhuda backtracked, following a directive from the Sultan not to disrupt the state assembly, then due on the 14th of May 2020.
